P0141 is the heater-circuit fault for the DOWNSTREAM oxygen sensor (Bank 1, Sensor 2) — the one after the catalytic converter that monitors how well it's working. Like the upstream sensor, it has a heater so it reaches operating temperature quickly. The code means that heater isn't drawing the right current, and the cause is almost always the sensor's own failed heater element, so replacing the sensor is the typical fix. A blown fuse or a wiring fault can cause it too.
