What this code means

This code points at the upstream oxygen sensor on Bank 2 — the cylinder bank opposite the one holding cylinder 1, which means it appears on V-type and flat engines and not on most inline-4s. That sensor's readings drive fuel-mixture corrections for its bank, and its internal heater exists so those corrections can start seconds after a cold start rather than minutes later. P0051 sets when the computer measures lower voltage than expected in the heater control circuit: the textbook causes are a short to ground in the wiring or a heater element that has failed open inside the sensor. In practice the sensor itself is the most frequent offender, since heater elements simply wear out with tens of thousands of heat cycles. Chafed harness insulation grounding against the engine or exhaust, corroded connector pins, and a blown fuse round out the realistic list. The engine keeps running normally throughout — the penalty is a longer stretch of estimated fueling after each cold start on that bank.

The computer commanded the heater on and saw the circuit voltage sit lower than it should — consistent with wiring shorted to ground or a heater element that has burned open. It's a directional clue that distinguishes it from the generic P0050 and the 'high' code P0052.

I replaced an O2 sensor but P0051 is still here — did I get the wrong one?

Quite possibly. Bank confusion is the classic mistake: Bank 2 is the side without cylinder 1, and on many V6/V8 layouts that's not the side people assume. Verify cylinder 1's location for your engine, and confirm you replaced Sensor 1 (before the converter), not the downstream sensor.

Is driving with P0051 going to cause damage?

No cumulative damage — the sensor warms up from exhaust heat eventually and fuel control proceeds normally from there. The costs are a slight economy hit, higher cold-start emissions, and a check-engine light that blocks emissions certification.
