Driving with P0031 is fine in the short term — the engine simply spends a little longer in warm-up fueling after each cold start. There's no risk of being stranded, but fuel economy suffers slightly and the car will fail an emissions check, so plan the repair rather than living with it.
What this code means
Oxygen sensors only produce a usable signal once they are several hundred degrees hot, so each one carries an internal heater that brings it up to temperature fast after a cold start — that's what lets the computer enter closed-loop fuel control quickly. This code is set when the computer sees voltage in that heater circuit reading lower than it should for Bank 1, Sensor 1, which is the upstream sensor ahead of the catalytic converter on the engine bank containing cylinder 1. 'Low' in a heater code typically means the circuit is shorted to ground, or the heater element has failed open so the circuit never behaves as expected when the heater is commanded on. In the real world the burned-out heater element inside the sensor is the usual suspect, followed by wiring rubbed through against the exhaust or a corroded connector, and occasionally a blown fuse. The oxygen-reading half of the sensor may still be fine — it just starts working late, after exhaust heat catches it up.

It means the computer measured lower voltage than expected in the heater circuit — classically a short to ground somewhere in the wiring, or a heater element that has failed open so the circuit doesn't respond when powered. It's a more specific clue than the generic P0030.
What's the most common fix for P0031?
