Drivable with care. The main risks are stalling in traffic or a fast idle that makes the car creep and strains the brakes at stops. Neither will damage the engine quickly, but both are worth fixing soon for safety and drivability.
What this code means
P0509 is the electrical mirror image of P0508 on the idle air control circuit of older, cable-throttle engines: the computer sees higher voltage or resistance in the IAC valve circuit than it should. That pattern usually means an open circuit — a broken wire, a connector that's unplugged, backed-out, or corroded, or a burned-open winding inside the IAC valve. With the valve effectively disconnected, the computer loses its ability to fine-tune idle airflow, and depending on where the valve happened to stick you may get a low, stall-prone idle or a fast idle that never settles. The IAC valve mounts on or near the throttle body and is generally cheap and quick to test: measure the valve's resistance at its pins and check for power and continuity through the harness. As with all IAC problems, inspect the valve's air passages for carbon while you're in there — buildup is what pushes many of these valves to failure in the first place.

What usually causes P0509?

Should I clean or replace the IAC valve for P0509?
Test it first. P0509 is an electrical fault, so measure the valve's winding resistance: if it reads open or far out of spec, replace it. If the valve tests fine, the problem is in the connector or harness, and cleaning the passages is just good maintenance while you're there.
Why is my idle surging up and down with this code?
With the IAC circuit open, the computer can't command the valve, so idle airflow is stuck wherever the valve last sat. The computer tries to compensate with fuel and timing, which can produce a hunting, surging idle that never finds a steady speed.
Is P0509 the same problem as P0505 or P0511?
They're related but distinct: P0511 is a general IAC circuit fault, P0505 is an idle-control system malfunction (often performance-based), and P0509 specifically means the circuit voltage reads too high — which narrows the search to open circuits and bad connections.
